BRAZIL: Difficulties ahead to approve the PAC

President Lula da Silva went to congress on 22 January to announce the eagerly anticipated Programa de Aceleração do Crescimento (PAC), a series of measures which he hopes will boost economic growth. Lula had delayed the announcement at the end of last year to give himself more time to analyse the proposals "in detail". Yet, in spite of this, Lula forgot an essential element to guarantee the success of his economic programme: negotiating the proposals with his allies.
